As most know there is an up and down to suits. Up is for killing. Down is for support.
For example: -Basic heavies are neither up or down. -Sentinels are up,damage resistance,high eHP,greater killing potential,slower because of higher eHP. -Commandos are down,equipment slot,less armor,reloading bonuses that still don't equal the raw power of the HMG,faster because of lower eHP.
Mediums and lights however destroy this support is evasive and killing is slower but durable model.
-Basic are neither up or down -Assaults are up,high eHP, greater killing potential,still fast despite having higher eHP,weapon bonuses -Logistics are down,equipment slots,equipment bonuses,loss of a weapon,slower despite having lower eHP
Lights is where another problem arises,there is only 1 alternative to basics. -Basic are neither up or down -Scouts are up and down,equal with basics,equipment slots,both weapons,no loss of speed or tank,bonuses to eWAR/killing.
This is why scouts are OP,because they are actually 2 suits in 1. Having the equipment of support,but none of the drawbacks of support...their killing potential is untouched. Based in their namesake,i'd suggest making them support. But based on their description they should be killing (assassins).
Several fixes: -Copy assault speed,stamina,stamina regen,shield regen amount and give that copy to logistics This would give logistics speed and regen to balance out their lower eHP,and would give them evasion to help.
-Decide what scouts are supposed to be,support or killing. If support,reduce killing potential. If killing,remove an equipment slot and reduce eWAR bonuses.
eWAR is support. Which is why assaults are bad at it.

We get it. You're a dedicated Logi. You hate Scouts. Scouts kill you first because that's what Scouts do.
So why not get a GalLogi with your MCC2 earnings? Get your scans. Then get even.
And don't give me the "Active Scanners aren't good any more" BS. I use them all the time. I spin scan all the time. It's easy. Because as a logistics,my job isn't to kill things. Even though i can,and to great effect,it distracts me from supporting,so i try to avoid it if i can.
Scouts are OP because their isn't a thick line between killing and support,as represented with the other classes.
A commando can't out tank a sentinel and win head-to-head. A logistics can't out tank an assault and win head-to-head. (now,but still valid)
But scouts blur the line,they have no class equalisation. Which is why they need it.
I'm not upset scouts kill me,i'm upset about their OHK power.
Imagine if there was only 1 alternate class for mediums,Assault stats and logistics equipment + 8 slots. Or if sentinels had an equipment and could carry a light weapon instead of a sidearm. H+L weapon slots.
Everyone can see those are OP,yet no one can see scouts that way for some reason.
Scouts need to be aimed properly and shouldn't have as much "go thata way" attitude.
